Public Sector

ADA Title II work, scoped the way public agencies actually buy.

The DOJ rule made WCAG 2.1 Level AA a requirement for state and local government — across websites, mobile apps, documents, and the third-party portals residents use to pay, apply, and report. We do that work inside the constraints public agencies actually operate under: procurement rules, budget cycles, council calendars, and public records obligations.

Where The Deadlines Stand

One deadline has passed. The other is close enough to plan around.

Under the ADA Title II web rule, public entities serving 50,000 or more people were required to conform to WCAG 2.1 Level AA by April 24, 2026. Entities serving fewer than 50,000, and special district governments of any size, have until April 26, 2027.

If you're in the first group, the practical question has shifted from "will we make it" to "can we document where we are and show credible progress." If you're in the second, you have one budget cycle and one procurement cycle left — which, in public-sector terms, is not much runway for an audit, a remediation contract, and a document backlog.

Dates and scope summarized in plain language, not legal advice. Your attorney determines how the rule applies to your entity; we provide the technical assessment and remediation behind that determination.

What the rule reaches

  • Your website and any department microsites
  • Mobile apps you offer to the public
  • Documents you publish — agendas, minutes, forms, notices
  • Third-party portals for permitting, utility billing, 311, and payments
  • Content posted by vendors and contractors on your behalf
  • Public meeting video and its captioning
Capability Statement

What we deliver to public agencies.

Digital inventory & baseline

A defensible catalog of every public-facing property, portal, app, and document library — ranked by resident impact — with a conformance baseline you can put in front of a council or a complainant.

WCAG 2.1 AA audit

Automated scanning for breadth plus manual and assistive-technology testing, mapped criterion by criterion, and written so your web vendor can act on it without interpretation.

Remediation & oversight

Fixes delivered directly, or specified and verified while your incumbent vendor executes — whichever your contract structure supports.

Document accessibility

Triage of the PDF backlog, conversion of high-traffic forms to accessible HTML, remediation of what must stay a document, and accessible templates so new postings stop adding to the pile.

Vendor & procurement support

Accessibility language for RFPs and renewals, VPAT evaluation, and formal escalation of findings that belong to a third-party platform rather than to you.

Staff training & policy

Role-specific training for the departments that publish, a written policy naming the standard and an owner, an accessibility statement, and a working feedback and grievance path.

Why Us

Accessibility specialists who understand public procurement.

Most accessibility vendors are agencies that added an audit line item, and most government IT partners treat accessibility as a subtask of a redesign. This is a standing practice: a named standard, a documented methodology, and deliverables built to survive public records requests and outside counsel review.

We also know the parts that make public-sector work different — that the permitting portal is a vendor's product you can't patch, that the retiring clerk is the only one who knows how agendas get posted, and that "just rebuild the site" is not a sentence anyone can act on mid-cycle.

Our Government Consulting practice does the surrounding process and modernization work when accessibility turns out to be the symptom rather than the problem.

Differentiators

  • Manual and assistive-technology testing, not scanner output
  • Findings written for developers and for non-technical decision-makers
  • Vendor findings separated out and made citable
  • Document and portal scope included, not carved out
  • Knowledge transfer built in — we'd rather train your team than be permanent
  • No overlay products, ever
How To Engage Us

Five contracting paths, depending on your threshold.

Small purchase / direct quote

Most initial assessments fall under typical small-purchase thresholds, which means a quote rather than a formal solicitation. This is the fastest way to get a defensible baseline before a budget cycle closes.

Formal RFP or RFQ response

We respond to solicitations for accessibility assessment, remediation, and program support. If you're drafting the scope, we'll review a draft SOW at no cost — badly scoped accessibility RFPs are the main reason these projects under-deliver.

On-call / term contract

An as-needed contract with a defined rate schedule, drawn against for audits, remediation sprints, training, and vendor reviews as they come up. Usually the most economical structure for a multi-year program.

Cooperative purchasing

Where your jurisdiction permits it, cooperative and piggyback contracting can shorten a procurement cycle significantly. Tell us which vehicles you're authorized to use and we'll tell you honestly whether we can be reached through one.

Subcontract to your prime

If a redesign or ERP implementation is already under contract, we can sit behind the prime as the accessibility specialist — auditing the deliverable and verifying acceptance criteria before you sign off on it.

Grant & budget support

We'll provide scope language, effort estimates, and a phased cost structure you can take into a budget request or a grant application, rather than making you reverse-engineer a number.
