The honest variables.
Three things drive accessibility effort more than anything else, and none of them are page count. How the site was built — a coherent design system can be largely fixed in one cycle; a decade of accumulated templates cannot. How much lives outside your control — vendor portals change the work from engineering to escalation. How many documents there are — a PDF library is frequently larger than the entire website effort.
We'd rather tell you a baseline is all you need right now than sell you a program you can't absorb. If the honest answer is "fix four things and re-check in six months," that's the answer you'll get.
